Potencijali za klasterizaciju u sektoru prehrambene industrije i
obnovljivih izvora energije u prekograničnoj oblasti – FRESC
Projekat je odobren u okviru Programa prekogranične saradnje Mađarska –
Srbija, finansiranog od strane Evropske unije.
Glavna ideja projekta je da se mapiraju mogućnosti za razvoj klastera
malih i srednjih preduzeća iz oblasti prehrambene industrije i
obnovljivih izvora energije u prekograničnoj oblasti kako bi se
poboljšala dugoročna konkurentnost i održiv razvoj pograničnog područja
Mađarske i Srbije. Namera projekta doprinos stvaranju okruženja u kojem
preduzeća sarađuju sa svojim prekograničnim partnerima kako bi učili iz
iskustva i primera dobre prakse drugih i da zajednički nastupe na većim
i razvijenijim tržištima.
Projekat predviđa sprovođenje istraživanja koje će definisati osnovne
faktore neophodne za uspostavljanje i razvoj klastera u sektorima
proizvodnje hrane i obnovljivih izvora energije i koje će sadržati
neophodne aktivnosti za poboljšanje njihovog funkcionisanja.
Sprovedenim istraživanjem će se mapirati koncentracija i sistemske veze
između preduzeća u prehrambenoj industriji kao i mogućnosti za
stvaranje efikasnih prekograničnih klastera u prehrambenoj industriji i
proizvodnje biomase. Rezultati istraživanja će se publikovati u formi
trojezične (srpski, mađarski i engleski) studije koja će služiti kao
vodič i alat za donosioce odluka i druge aktere u regionu za pokretanje
i implementaciju klasterskih inicijativa u sektorima prehrambene
industrije i obnovljivih izvora energije. Nakon publikovanja studije
održaće se kampanja podizanja svesti na obe strane granice kako bi se
predstavile mogućnosti i koristi od prekograničnih klastera u navedenim
sektorima. U tom cilju će se održati dva seminara u obe zemlje kao i
radionice za jačanje kapaciteta privrednih komora za podršku
klasterskim inicijativama njihovih preduzeća članova. Pored toga,
razmena iskustva i dobre prakse će se ostvariti kroz dve studijske
posete koje će se organizovati za aktere iz Srbije kako bi se ostvarili
poslovni kontakti sa predstavnicima preduzeća iz prehrambenog sektora i
kako bi se posetio postojeći klaster biomase u Mađarskoj. Na kraju
projekta će delegacija iz Mađarske posetiti Srbiju i učestvovati na
međunarodnoj konferenciji o klasterima.
Projekat će se zajednički implementirati od strane Privredne komore
Vojvodine, kao glavnog partnera, Centra za strateško ekonomska
istraživanja „Vojvodina CESS“ Vlade AP Vojvodine kao domaćeg partnera i
Trgovinske i privredne komore županije Čongrad kao prekograničnog
partnera. Trajanje projekta je 16 meseci a ciljna grupa obuhvata
preduzetnike i mala i srednja preduzeća iz prehrambenog sektora i
sektora obnovljivih izvora energije u pograničnoj oblasti.

Food Production and Renewable Energy Sectors Clustering Potentials in
the Cross-Border Area – FRESC
The project has been approved in the framework of the Hungary – Serbia
Cross-border Cooperation Programme financed by the European Union.
The main idea of the project is to map the possibilities for cluster
development of small and medium size enterprises and entrepreneurs in
the cross-border region engaged in food production and renewable energy
sectors in order to enhance long term competitiveness and sustainable
development of the cross-border region of Hungary and Serbia. The
project is intended to help in the creation of an environment in which
enterprises cooperate with their cross-border counterparts in order to
learn from good practices and experiences of others and to have joint
access to bigger and more developed markets.
The project envisages conducting a research that will help to define
the basic factors which are essential to the establishment and
development of clusters in the food production and renewable energy
sectors and also to draw up the necessary activities for improvement of
their actual functioning. The conducted research will map the
concentration and systemic relationships among food industry
enterprises in the cross-border region as well as possibilities to
create efficient cross-border clusters in the field of food production
and biomass. The results of the research will be published in a form of
a trilingual (Serbian, Hungarian and English) study which will serve as
a guideline and a practical tool for policymakers and stakeholders in
the region for generating and implementing cluster initiatives in the
food production and renewable energy sectors. Once the study is
published an awareness raising campaign will be conducted on both side
of the border to present the possibilities and benefits of cross-border
clustering in these sectors. Therefore, two seminars will be organized
in each country and workshops will be organized in order to strengthen
the capacities of employees in the chambers of economy for supporting
clustering initiatives of their member enterprises. Moreover, an
exchange of experience and good practice will be available through two
study visits which will be organized for Serbian stakeholders to
establish business contacts with the representatives of the food
production sector and to visit an existing biomass cluster in Hungary.
At the end of the project Hungarian stakeholders will visit Serbia and
participate in an international conference on
clusters.
The project will be jointly implemented by the Chamber of Economy of
Vojvodina, as the lead partner, the Centre for Strategic Economic
Studies “Vojvodina-CESS” of the Government of AP Vojvodina as its
partner and the Chamber of Commerce and Industry of Csongrád
County, as the cross-border partner. The project is intended to last
for 16 months and the main target groups that it encompasses are
entrepreneurs and SMEs from the food industry and renewable energy
sectors in the cross-border area.

Klaszteresedési lehetőségek az
élelmiszeripar és a
megújuló energiaforrás szektorban a határon
átnyúló területen – FRESC
Az Európai Unió által finanszírozott
projektet a Magyarország – Szerbia Határon
Átnyúló Együttműködési Program
keretében hagyták jóvá.
A projekt fő elképzelése, hogy a
határon átnyúló
területen feltérképezze az élelmiszeripar
és a megújuló energiaforrások
területén a kis- és
középvállalkozások klaszterei
fejlesztésének lehetőségét,
hogy hosszú távon javulhasson Magyarország
és Szerbia határ menti területeinek
versenyképessége és fenntartható
fejlődése. A projekt szándéka olyan környezet
megteremtéséhez való
hozzájárulás, amelyben a vállalatok
együttműködnek a határ
másik oldalán levő partnereikkel, hogy mások
jó gyakorlatának tapasztalataiból
és példáin tanulva közösen
felléphessenek a nagyobb és fejlettebb piacokon.
A projekt kutatást irányoz elő, amely
definiálni
fogja az élelemtermelés és a
megújuló energiaforrások szektorában a
klaszterek
létrehozásához és
fejlesztéséhez szükséges alapvető
tényezőket és tartalmazni
fogja a működésük javításához
elengedhetetlen tevékenységeket. A lefolytatott
kutatás feltérképezi az élelmiszeripari
vállalatok koncentrációját és a
rendszerben létrejött kapcsolatukat, valamint
hatékony határon átnyúló
klaszterek létrehozásának
lehetőségét az élelmiszeripar és a
biomassza
előállításának területén. A
kutatási eredményeket három nyelvű (szerb, magyar,
angol) tanulmány formájában
publikálják, mely útmutató és
eszköz lesz a régió
döntéshozói és más szereplői
számára, hogy indítványozzák
és bevezessék az
élelmiszeripar és a megújuló
energiaforrások szektorába a klaszter
kezdeményezéseket. A tanulmány
közzététele után kampány indul a
határ mindkét
oldalán az említett szektorok határon
átnyúló klaszterei létrehozása
lehetőségeinek és hasznosságának
bemutatására. E célból mindkét
országban két
szemináriumot, valamint műhelyeket szerveznek a gazdasági
kamarák tagvállalatai
klaszterkezdeményezést támogató
kapacitásainak erősítése
céljából. A tapasztalatok
és a jó gyakorlat cseréje két
tanulmányi látogatás során fog
megvalósulni,
melyet a szerbiai részvevők számára szerveznek
meg, hogy létrejöhessenek az
üzleti kapcsolatok az élelmiszeripari szektor
vállalati képviselőivel és
ellátogathassanak a Magyarországon már
létrejött biomassza klaszterhez. A
projekt befejezéseként magyarországi
küldöttség fog Szerbiába látogatni,
és
részt vesz a klaszterekről rendezendő nemzetközi
konferencián.
A projektet közösen implementálja a
Vajdasági
Gazdasági Kamara mint főpartner, a Vojvodina
CESS – Vajdaság AT kormányának
Stratégiai Gazdaságkutatási Központja mint
hazai partner és a Csongrád Megyei Kereskedelmi és
Iparkamara mint határon túli
partner. A projekt időtartama 16 hónap,
célcsoportként felöleli a határ menti
területek élelmiszeripari és megújuló
energiaforrás szektorához tartozó kis- és
középvállalkozásokat.
A projektet az Európai Unió
finanszírozza a
Magyarország – Szerbia IPA határon
átnyúló program keretében.
